Your Bluetooth heart rate strap can only be connected to one receiver.
This is one of the major differences between BT and ANT+. An ANT+ sensor can connect to multiple ANT+ receivers at the same time (I know because I do it with my ANT+ combo speed/cadence sensor which can concurrently connect to both my PC and a Garmin head unit mounted on the bike).

Hi Biggsy, no I didn't have to do anything, TDA found it in the Devices section and I just did Select all. You are clicking the select all on/off button in the Coospo entry? Or, as others have suggested, your HR strap may already be paired with something else and so TDA can't 'see' it.

That seems to have sorted it, thanks all!

I'd mistakenly connected the HRM to my Garmin first assuming that it would connect using ANT+ whereas in fact it decided to use BT. I removed the Garmin -> HRM pairing and this time the HRM showed up in TDA and after a couple of false starts got recognised correctly.

I then re-added the HRM to my Garmin and this time it picked it up on the ANT+ network :)

Looks like I'm in business once the new version of TDA arrives (not going to commit until I see what's on offer)

Thanks again for all your help folks, much appreciated
